This makes it more convenient to run tests with builds that disable
TKIP/WPA(v1) support completely.

WEP should not be used for anything anymore. As a step towards removing
it completely, move all WEP related functionality to be within
CONFIG_WEP blocks. This will be included in builds only if CONFIG_WEP=y
is explicitly set in build configuration.

When fixing the TK clearing on Authentication frame RX, an issue in
getting unicast frames through after re-joining the IBSS was hit. It is
not exactly clear why this happens, but the unicast frame from the STA
that re-joined the network gets lost in the frame reorder buffer of the
STA that remains in the network.
For now, this disables HT to avoid a strange issue with mac80211
frame reordering during the final test_connectivity() call. Once that is
figured out, these disable_ht=1 calls should be removed from the test
case.

This increases wpa_supplicant_ie_txt(), print_bss_info(), and
wpa_supplicant_ctrl_iface_scan_result() testing coverage to include the
previously missing key management options.

The run-tests.py -l argument does not take an argument value anymore.
Instead, debug output is directed to a separate file <test>.log for each
test case.

It looks like mac80211 does not always manage to join the same IBSS and
this can result in test_ibss_rsn failures. Detect this case and try to
get the IBSSes to merge by running a scan prior to continuing with the
test case.

The handshake between STA2 and STA1 was not tracked previously. For
completeness, include that in the list of handshakes that are explicitly
waited for to complete prior to starting the connectivity tests. Since
all key setup should be done at this point, remove the extra wait before
the last connectivity test between STA1 and STA2.

test_ibss_rsn has been failing pretty frequently due to various issues
in getting all connections up. Try to address this initially by avoiding
concurrent operations and explicitly waiting for 4-way handshake
completion before testing data connection. Once this test case is
workign more robustly, a more difficult case with concurrent operations
can be added as a separate test case.
