Some tests call the check_qos_map() function more than once. Make sure
each test sets up wlantest only once before the first time the function
is called.
The wlantest setup sets the channel for the wlantest interface and
executes the wlantest executable. It is more efficient to do that only
once for each test.

Some operations take longer time on real hardware than on hwsim. This
commit increases two timeouts so that the tests will pass on real
hardware, too.

Use a monitor interface given in the command line that is not also a
station or an AP as a monitor running wlantest on the channel used by
the test. This makes all the tests that use wlantest available for
execution on real hardware on remote hosts.

Pass the full apdev to the add_ap() function instead of just ifname.
This allows us to handle also remote hosts while we can check
apdev['hostname'], apdev['port'].
This step (1) converts the cases where apdev[#]['ifname'] was used as
the argument to hostapd.add_ap().

Instead of returning "skip" from the test function, raise the new
HwsimSkip exception to indicate a test case was skipped.

Avoid unnecessary DATA_TEST_CONFIG calls and wlantest_cli invocations to
speed up the test cases. This drops ap_qosmap execution time from about
14 seconds to under 3 seconds.

Only run-tests.py is actually executed, so there is no need to specify
the interpreter in all the helper files and test script files.

Since wlantest is a separate process that is not synchronized with rest
of the test components, there can be some latency in it having the STA
entries and counters updated. There is a race condition between this
happening and then test script clearing or fetching data. Make this race
condition less likely to cause bogus test failures by adding some wait
between these operations.
