Addition of MSCS support broke the test tool build due to references to
a functions from a new file. Fix this by bringing in that file to the
fuzzer build as well.

This is a newer version of tests/wnm-fuzzer tool as the initial step in
creating a more uniform set of fuzzing tools that can be used with both
libFuzzer and afl-fuzz.
