When the driver SME is used, offloaded handshakes which need Operating
Channel Validation (OCV) such as SA Query procedure, etc. would fail if
hostapd enables OCV based on configuration but the driver doesn't
support OCV. To avoid this when driver SME is used, enable OCV from
hostapd only when the driver indicates support for OCV.
This commit also adds a capability flag to indicate whether driver SME
is used in AP mode.

Hardcode this to be defined and remove the separate build options for
PMF since this functionality is needed with large number of newer
protocol extensions and is also something that should be enabled in all
WPA2/WPA3 networks.

Set the OCV bit in RSN capabilities (RSNE) based on AP mode
configuration. Do the same for OSEN since it follows the RSNE field
definitions.

The new hostapd configuration parameter hs20_release can be used to
configure the AP to advertise a specific Hotspot 2.0 release number
instead of the latest supported release. This is mainly for testing
purposes.

Do not try to determine the length of the T&C Server URL before checking
that the URL is available. This got broken in a change to move the
handling to the AS. hostapd could potentially have hit a NULL pointer
dereference if the authentication server sent an unconsistent set of T&C
information.

This makes it more convenient to generate the URL in a way that
interoperates between different vendors. The AP is simply copying the
already constructed URL as-is from Access-Accept to WNM-Notification.
This means that the HO AAA can generate the URL in a manner that works
for the associated T&C Server without having to coordinate with each AP.

This extends hostapd Access-Accept processing to check if the RADIUS
server indicated that Terms and Conditions Acceptance is required. The
new hs20_t_c_server_url parameter is used to specify the server URL
template that the STA is requested to visit.
This commit does not enable any kind of filtering, i.e., only the part
of forwarding a request from Access-Accept to the STA using
WNM-Notification is covered.

If the RADIUS server includes deauthentication request in Access-Accept,
send a WNM-Notification frame to the station after 4-way handshake and
disconnect the station after configurable timeout.
A new control interface command, WNM_DEAUTH_REQ, is added for testing
purposes to allow the notification frame to sent based on local request.
This case does not disconnect the station automatically, i.e., a
separate control interface command would be needed for that.

The HS 2.0 Indication element from hostapd now includes the release
number field and the new ANQP Domain ID field. This ID can be configured
with anqp_domain_id parameter in hostapd.conf.

disable_dgaf=1 in hostapd.conf can now be used to disable downstream
group-addressed forwarding (DGAF). In this configuration, a unique
GTK (and IGTK) is provided to each STA in the BSS to make sure the
keys do not match and no STA can forge group-addressed frames.
An additional mechanism in the AP needs to be provided to handle some
group-addressed frames, e.g., by converting DHCP packets to unicast
IEEE 802.11 frames regardless of their destination IP address and by
providing Proxy ARP functionality.
