Replace NEED_MLME with NEED_AP_MLME
This makes it clearer that it's about the AP, not client-side MLME, even
when built into the client (wpa_supplicant).

Move STA entry structure into sta_info.h and remove ap.h
This cleans up some of the hostapd include file usage and only includes
the needed STA flags into driver wrappers.
