Conver hostapd specific files to include common.h
...
Instead of getting this via hostapd.h, include it as the first
non-system header file in all source code files in the same way as
used in all other files.

...
hostapd.h does not need to include config.h.

Moved documentation from developer.txt into source code files
...
Use Doxygen comments for functions to replace the old text file that was
not up-to-date anymore.
