Add even more workarounds for cfg80211 regulatory state clearing since
these DFS test cases seem to be the most likely ones to fail due to
country=98 issues.

The Linux kernel commit 113f3aaa81bd ("cfg80211: Prevent regulatory
restore during STA disconnect in concurrent interfaces") broke the
regulatory clearing attempt in many test cases since
cfg80211_is_all_idle() is now returning false due to the AP interface
being up and that results in the Country IE -based regulatory
information not getting cleared back to defaults.
Work around this by stopping the AP interface first so that when the
station interface receives the disconnection, there are no other active
interfaces in the system. In addition, wait for REGDOM event for the
Country IE hint after association to avoid disconnection before the
regulatory events have been fully processed.

These DFS radar detection cases were in a single test case to optimize
test execution time with parallel wait for the 60 second CAC. However,
this design has become difficult to support with the kernel changes that
allow radar events to be shared between interfaces. To avoid need for
more workarounds here just for testing purposes, split this into two
test cases so that conflicting events from another interface do not
cause the test case to fail.

testing with remote hosts.

Pass the full apdev to the add_ap() function instead of just ifname.
This allows us to handle also remote hosts while we can check
apdev['hostname'], apdev['port'].
This step (1) converts the cases where apdev[#]['ifname'] was used as
the argument to hostapd.add_ap().

run-tests.py is running as root, so sudo does not need to be used
anymore from within each test case.

Due to a typo and missing hapd variable initialization, some of the DFS
and VHT test cases were marked as failures even though they were
supposed to be marked as skipped in case the kernel and wireless-regdb
did not have sufficient support for these modes.

Instead of returning "skip" from the test function, raise the new
HwsimSkip exception to indicate a test case was skipped.

Some of the newer dfs_radar* test cases did not allow hostapd
startup to fail. Since these require relatively recent kernel
support, mark the test cases with skip rather than fail based
on that step failing.

It was possible for regulatory domain changes to "leak" into following
test cases in number of cases where the cfg80211 BSS table remained
after regulatory domain had been restored to world roaming. Try to make
this less likely to occur by explicitly clearing BSS table at the end of
test cases that use different regulatory domain. This makes P2P test
cases that verify channel selection based on world roaming rules more
robust.

This uses mac80211_hwsim dfs_simulate_radar to get the real kernel side
CAC operation executed and aborted due to radar detection. This allows
another channel to be selected properly through another CAC run.

Only run-tests.py is actually executed, so there is no need to specify
the interpreter in all the helper files and test script files.

These are still disabled by default since they require mac80211_hwsim
changes that are not yet in the upstream kernel and because the test
cases do not fully work yet. Anyway, they are quite convenient for
development use, so good to have them available in the main repository.
