The stdout of wpa_passphrase is often piped directly into the
wpa_supplicant config file. In case of errors these will be written to
the file and possibly not noticed by the user.
Use fprintf to print errors to stderr.

Reject a passphrase with control characters instead of trying to write
out an example network configuration block with such control characters
included.

In addition, start ordering header file includes to be in more
consistent order: system header files, src/utils, src/*, same
directory as the *.c file.
