wpadebug: Allow WebView to parse and load clear text (HTTP)

Recent Android version doesn't allow cleartext parsing by WebView by
default:

Error message: ERR_CLEARTEXT_NOT_PERMITTED.

To resolve this wpadebug need to have following updated under
application definition of AndroidManifest.xml
 - android:usesCleartextTraffic="true"
