SAE: Make dot11RSNASAESync configurable

The new hostapd.conf parameter sae_sync (default: 5) can now be used to
configure the dot11RSNASAESync value to specify the maximum number of
synchronization errors that are allowed to happen prior to
disassociation of the offending SAE peer.
