Add attributes to support roam+auth vendor event for FILS

Add additional attributes to specify the PMK, PMKID, and the ERP next
sequence number to the vendor subcommand
QCA_NL80211_VENDOR_SUBCMD_KEY_MGMT_ROAM_AUTH. These are needed in case
of an offloaded FILS roaming.
