Define QCA_NL80211_VENDOR_SUBCMD_LINK_PROPERTIES also as an event

This commit enhances QCA_NL80211_VENDOR_SUBCMD_LINK_PROPERTIES to
also be an event, aimed to notify the link status (EX: connected
stations status on an AP link).
