Add QCA vendor channel attribute to restart AP

Add QCA_WLAN_VENDOR_ATTR_SAP_CONFIG_CHANNEL attribute in
enum qca_wlan_vendor_attr_sap_config to use with vendor command
QCA_NL80211_VENDOR_SUBCMD_SET_SAP_CONFIG.

This new attribute is used to restart AP on given channel.
