atheros: Enable PMF functionality without CONFIG_IEEE80211R=y
This extends the previous PMF (CONFIG_IEEE80211W=y) design that used functionality from the FT (CONFIG_IEEE80211R=y) changes to work without requiring CONFIG_IEEE80211R=y build option to be included. Signed-off-by: Ashok Ponnaiah <aponnaia@qti.qualcomm.com>
