New vendor attribute to configure TWT mantissa in microseconds

Define the following additional TWT attribute for
qca_wlan_vendor_attr_twt_setup:
QCA_WLAN_VENDOR_ATTR_TWT_SETUP_WAKE_INTVL2_MANTISSA to configure the
mantissa in microseconds.
