QCA vendor command to update SSID

Browse source 
Add a QCA vendor subcommand QCA_NL80211_VENDOR_SUBCMD_UPDATE_SSID
to update the new SSID in hostapd. NL80211_ATTR_SSID is used to encapsulate
the new SSID.
