Define a QCA vendor attribute to update the listen interval
This commit defines an attribute QCA_WLAN_VENDOR_ATTR_CONFIG_LISTEN_INTERVAL which allows the currently used listen interval to be updated using QCA_NL80211_VENDOR_SUBCMD_SET_WIFI_CONFIGURATION.
