Define a QCA vendor command to abort vendor scan

The new QCA_NL80211_VENDOR_SUBCMD_ABORT_SCAN command can be used to
abort an ongoing scan that was started with
QCA_NL80211_VENDOR_SUBCMD_TRIGGER_SCAN.
