tests: Skip EAP-SIM/AKA/AKA' if hlr_auc_gw not available

Browse source 
Do not fail the EAP-SIM/AKA/AKA' test cases if hlr_auc_gw is not
available since hlr_auc_gw is not considered required part for the test
setup.
